Provider Refuses to Submit RFS When Clinically Indicated
Use Case: A provider is refusing to submit an RFS for a patient that they have seen and previously indicated an RFS would be beneficial for the patient.
Note - This is different than a provider being asked to fill out an RFS for a patient that they saw once, six months ago.
